Erasmus+

Erasmus+ is the European Union’s flagship programme for education, training, youth, and sport, running . It integrates several earlier initiatives including:
  • Lifelong Learning Programme
  • Youth in Action
  • Erasmus Mundus
  • Tempus
  • Alfa
  • Edulink
  • Cooperation programmes with industrialized countries in higher education

These programmes supported activities across higher education, vocational training, school education, and adult education, including their international dimensions.
Erasmus+ goes beyond these predecessors by promoting interaction and cross-fertilization between different education and youth sectors. It removes artificial barriers between actions and project types, encourages new ideas, involves actors from the workforce and civil society, and stimulates innovative cooperation forms. Its goal is to effectively address human and social capital development needs in Europe and beyond.

It includes over 10 different funding instruments to support international projects that modernize and reform higher education systems, develop new curricula, facilitate knowledge and technology transfer, promote youth entrepreneurship, and advance university internationalization.



Erasmus+ Programme Details:
  • Duration: 7 years
  • Budget: €14.7 billion (a 40% increase from previous spending, reflecting strong EU commitment)
  • Purpose: Improve skills and employability, modernize education, training, and youth work
  • Support: Transnational partnerships between education, training, and youth institutions to bridge education and labor markets
  • Sport: Supports local projects and cross-border initiatives to combat match-fixing, doping, violence, and racism

Erasmus+ merges seven EU programmes in education, training, and youth, incorporating sport support for the first time. It offers broader cooperation opportunities and is more accessible with simplified funding rules.

Programme Structure:
  • Decentralised activities:Managed by National Agencies appointed by each country’s authorities
  • Centralised activities: Managed by the Education, Audiovisual and Culture Executive Agency (EACEA) in Brussels

Who Can Participate?

Participants include individuals such as students, trainees, pupils, adult learners, young people, volunteers, lecturers, teachers, trainers, youth workers, and specialists from organizations active in education, training, and youth fields. Participation occurs through organizations or institutions that facilitate these activities.


Eligible Countries:
Programme Countries (full participation):

EU Member States (e.g., Belgium, Bulgaria, Czech Republic, Denmark, Germany, etc.)

Non-EU countries: Iceland, Liechtenstein, Norway, Turkey, North Macedonia, Switzerland

Partner Countries (limited participation based on criteria):

  • Eastern Partnership: Azerbaijan, Armenia, Belarus, Georgia, Moldova, Ukraine
  • Mediterranean South: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia
  • Western Balkans: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Serbia
  • Others: Russian Federation and selected other partner countries worldwide
Participation Rules

Participation rules differ for programme and partner countries. Some instruments are open only to programme countries, while others include partner country participation.

International Credit Mobility (Key Action 1 – ICM)

Objective: To facilitate academic exchanges of students and staff between higher education institutions (HEIs) in Tajikistan and EU member countries.

Overview: ICM supports short-term mobility opportunities for students and staff from HEIs, based on inter-institutional agreements between partner universities.

Eligible Mobility Types:

  • Student Mobility: Applicable to students at the short-cycle, Bachelor’s (first-cycle), Master’s (second-cycle), or Doctoral (third-cycle) level.
    Duration: 3 to 12 months
    Purpose: Study or combined study and training abroad in any academic field
  • Staff Mobility for Teaching: Allows academic staff to teach at a partner university abroad.
    Duration: 5 days to 2 months
    Purpose: Teaching activities
  • Staff Mobility for Training: Open to both teaching and non-teaching staff for professional development through job shadowing, training, or observation (excluding conferences).
    Duration: 5 days to 2 months
    Purpose: Skills enhancement and institutional cooperation

General Condition:
Participation is based on signed inter-university agreements between institutions from programme and partner countries.

Capacity Building in Higher Education (Key Action 2 – CBHE)

Objective: To support the modernization, accessibility, and internationalization of higher education systems in partner countries outside the EU, including Tajikistan and Belarus.

Eligible Countries:

  • Programme Countries: All EU Member States, Iceland, Liechtenstein, Norway, Turkey, and North Macedonia
  • Partner Countries: Non-EU regions, including Eastern Europe, Central Asia, and others

Types of Projects Supported:

  • Joint Projects (JP): Focus on institutional development such as:
    • Designing new curricula and academic programs
    • Enhancing teaching methods and staff training
    • Improving education quality assurance
    • Modernizing university governance and management
    • Applying Bologna Process tools
  • Structural Projects (SP): Target reforms at the national or regional level, in collaboration with ministries of education:
    • Supporting national policy reforms in higher education
    • Strengthening ties between universities and economic/social sectors
    • Promoting regional cooperation and alignment with European standards

Project Format & Participation:

  • Project Duration: 2–3 years
  • Consortium Requirements:
    • Minimum 3 universities from 3 different programme countries
    • At least 2 universities from each partner country
    • The number of partner country universities must not be less than those from programme countries
  • Project Types by Scope:
    • National Projects: Involving a single partner country; must address national priorities
    • Multi-Country Projects: Involving two or more partner countries; must address shared regional or national priorities
Application Process:

Registration: Each institution must register in the European Commission’s Education, Audiovisual and Culture Executive Agency (EACEA) Participant Portal.

Application Submission:

  • The lead institution (applicant/coordinator) submits the proposal online.
  • All required documents must be uploaded via the portal or attached electronically.
